Blending Counter-Terrorism Measures into the Historic Public Realm

Stage in GSE Lifecyle

Primary stage : Implement cross-government (x-HMG)

Related stage(s) : Create | Define/Design

The UK heads the world in Hostile Vehicle Mitigation – the science of protecting people and assets from vehicles being used as weapons and vehicle borne improvised explosive devices.  One example is the Whitehall Streetscape Project that required the development and testing of bespoke materials and innovative shallow foundations.  The scheme is in a heavily trafficked, historic, utility rich and archaeological challenging area near to a World Heritage site.  It required novel approaches to materials choice and testing, planning, financing, procurement and construction.

The bollard is a manganese steel casting perfected through extensive Research & Development and the balustrade incorporates a blast impact resistant material comprising a parallel plated friction welding carcass in a shallow foundation slot, filled and clad in-situ. Both stop high-speed truck impacts. The balustrade and wall designs match the architecture of the adjacent historic buildings. The scheme subsequently won numerous awards for its innovation, aesthetics and delivery.
